One way to formalise future collaboration after the completion of the TODO project is to establish a research group. The project consortium partners agreed to establish the Open Data Group Croatia research group. Most of the newly established Open Data Group Croatia (ODGC) activities will be conducted and made visible through the online OD platform which will be situated on TRANS subdomain www.fpz.unizg.hr/odgc.

As a part of the WP6, Task 6.2 - Establishment of collaboration structure, the Memorandum of Understanding was signed among all partners of the TODO Consortium. This MoU indicates the willingness and desire of all partners to undertake certain activities together (after the completion of the project) and defines some general information and commitments regarding the future relationship between the founding partners. It consists of six sections and can be found in digital PDF form at TODO Moodle platform - link.

Faculty of Transport and Traffic Sciences’ final visit to the University of the Aegean in Athens (UAEGEAN) took place from March 28 to March 30, 2023. Project team members Miroslav Vujić and Maja Tonec Vrančić held a meeting with the host Charalampos Alexopoulos from the Department of Information and Communication Systems Engineering of the Aegean University as part of the work package WP6 of the TODO Twinning Open Data Operational project.

The main topics of the meeting were the preparation and revision of the project's final report, defining the collaboration structure between the partners after the end of the project, and the sustainability and dissemination of the achieved results. After the official part of the meeting, there was an open discussion about project outcomes, new projects, activities, further research, and obstacles we face in the field of open data.

We are pleased to announce that the members of the organising committee of the International Conference on Open Data (ICOD 2022), whose theme was "OPEN DATA CHALLENGES IN TIMES OF CRISIS AND GROWTH", Filip Varga, PhD (UniZg AGRI) and Petra Đurman, PhD (UniZg LAW) have finalised the Book of abstracts with 32 extended abstracts from different areas of Open Data research: open Government Data, Improving Transparency Using Open Data, Open Data Ecosystems, Open Data Applications, Legal Challenges Related to Open Data, Spatial Inference Using Open Data, Open Data in New Media, and Cultural Heritage. The book of abstracts (182 pages) was published by the University of Zagreb, Faculty of Law, and can be accessed at the following ICOD 2022 Book of abstracts. In Croatia, open data research and research using it are mostly understood as a concept encompassing one discipline and one domain, ignoring the fact that most challenges today necessitate a multidisciplinary and multidomain approach. Recognizing this issue, scientists from Croatia's largest university (Unizg) collaborated with foreign partners from Greece and the Netherlands to develop a completely new approach to open data research and ecosystems in Croatia.
The activities began in October 2019 with the primary goal of increasing the interdisciplinary scientific research activity and innovation capacity of University of Zagreb components in the field of open data. This project involves 39 scientists and associates who are also involved in the development and implementation of the national agenda for the use of open data. Pre-Conference Day of TODO ICOD was held on Monday (28.11.2022.) where a panel on fiscal transparency and workshop on high-value datasets in progress was held.

TODO ICOD has been opened on Tuesday (29.11.2022.) by introductory speeches by Anamarija Musa and Jurica Pavičić, vice-rectors of the University of Zagreb, Almin Đapo, Dean of the Faculty of Geodesy, University of Zagreb, Elizabeta Ivičević Karas, Vice-dean of the Faculty of Law, University of Zagreb, Ana Kuveždić Divjak, Project Coordinator, Faculty of Geodesy, University of Zagreb and Hrvoje Meštrić, director of the Directorate for Science and Technology, Ministry of Science and Education, Croatia.

Following the opening session, panel on advancements in open data policies was held as well as a keynote speech by professor Marijn Janssen. Two more sessions took place on the first day of the ICOD, discussing new opportunities of open data for government and business and on the possibilities of open data to enhance transparency.

On the third day of the conference three sections were held: Open data ecosystems, Open data applications and Legal challenges to open data. In addition very interesting panel was held on the topic Open data and privacy protection: the GDPR effect revised. The European Strategy for Data, announced by the European Commission in February 2020, includes the Data Governance Act and the Data Act. By encouraging responsible access, sharing, and re-use while adhering to EU values, particularly the protection of personal data, the EU continues to create an unified digital market for data. The European Commission sought the advice of the national data protection authorities of the EU Member States due to the difficulties associated with the articulation of this new legislative framework on data with the General Data Protection Regulation (GDPR).

Joep Crompvoets gave a significant talk on the fourth day of the conference titled "Is Open Data Hype or Mainstream?" Furthermore, an intriguing panel discussed Open Data Advances and Challenges in Geospatial Society. Today, we face a situation in which the human community accumulates far more geographical data than it can handle and use due to the employment of numerous current technologies. However, a major portion of this data is not open, either because it is not available or because there is a cost to use it, leaving us in a paradoxical scenario in which we still do not have enough data to meet the needs of all users. Because open access - the availability of data - is the primary prerequisite for this development, open data represents the next stage in the evolution of the geospatial/geoinformatics civilization. In addition, two sections on Geospatial Reasoning with Open Data and International Cooperation in Geospatial Domain: Egypt-Croatia were helt.

A lecture and hands-on workshop on Open Data Mapping: Increasing the Impact of Open Data throught Visualisation and Communication was held on the final day of the conference. Furthermore, an Expert Advisory Board was set up and the paper sections Open Data, New Media, and Cultural Heritage, as well as the poster session.

UNIZG visit in Delft

Project members from FER and GEOF visited Technical University (TUDELFT) in the Netherlands to discuss educational activities, interesting research topics and future project proposals.

From 10th until 13th of October, a member of GEOF TODO team, Zvonimir Nevistić (ESR, postdoctoral assistant) and two members of FER TODO team, Emanuel Guberović (ESR, a doctoral student) and Ivana Bosnić (staff member), visited The Knowledge Centre Open Data of Delft, at the Faculty of Architecture and The Built Environment, University of Technology, Delft. Our hosts, Bastiaan van Loenen and Frederika Welle Donker invited visitors from the University of Zagreb to spectate the bachelor and master level course classes held by their teaching staff, to observe how our colleagues incorporate active learning in the teaching process of open data related courses. Afterwards, we exchanged our experiences with the teaching staff and hosts, and discussed how active students in Croatia are, specifically how well they accept more inclusive learning methods, and what could be done to improve the learning process.

Our visit was finalized by meeting of research groups of both faculties of our hosts, attended by both the staff and PhD students. The visiting ESRs from Croatia presented their research and their current research status, which was followed by the discussion on some possible directions and difficulties the research could run into, especially from the side of the open data, privacy concerns and business models for open data intermediaries. All of these are topics of great interest to our host group.

The visit was also the opportunity to discuss in depth the future collaboration between TUDELFT and FER and new project proposals which would be of interest to both institutions, as well as cooperation on future papers of the two universities (UNIZG and TUDELFT), which are the result of joint cooperation on the TODO project.

Dear TODO friends!

We are pleased to announce that a free, open e-course in Croatian on open data with the official title in Croatian: “Otvoreni podaci - što su i kako mi mogu koristiti? Smjernice dobre prakse za rad s otvorenim podacima u Hrvatskoj” (Open data, what is it and how can I benefit? Best practices for open data in Croatia) is available from October 10, 2022.

The course provides an overview of all aspects of open data: technical and non-technical. It describes the management of open data, shows the best practices for working with open data in Croatia and beyond, and enables understanding of all phases of the open data life cycle.
It is intended for (1) users of open data, (2) providers of open data and decision-makers, (3) students and researchers, and (4) the general public interested in learning something new.
This MOOC is designed as a self-paced asynchronous course without time limits; through materials and various activities (lessons, video-clips, conversations with stakeholders from Croatia, quizzes and interactive tasks), the participants take part in accordance with their time possibilities. It takes 10 to 20 hours of work to complete the course, depending on the scope of the chosen topics: for users or data providers. Upon completion of the course, it is possible to download a corresponding certificate of completed units for users and/or data providers.

Access to the course is free, with prior simple registration. The course is published under the open license CreativeCommons CC BY 4.0 and - in the spirit of openness promoted in the course - it can be reused, changed and adapted to one's own needs.
